Affordable Housing Lottery Kicks Off for The Carroll in Carroll Gardens, Brooklyn
Lottery opens for 23 units in new development by developer Shimon Hoffman.
After much anticipation, the affordable housing lottery has officially launched for The Carroll, a seven-story residential building located at 33 4th Street in Carroll Gardens, Brooklyn. Developed by Shimon Hoffman and designed by IMC Architecture, the building boasts 82 residences. Of these, 23 units have been designated for residents at 130 percent of the area median income (AMI), with eligible incomes ranging from $38,400 to $227,500. The remaining units will be market-rate apartments. The lottery, run through NYC Housing Connect, is open to all New York City residents. Applications can be submitted until November 24, 2025 and winners will be selected through a randomized lottery system. The affordable units include studios, one-bedroom, and two-bedroom apartments, with rents ranging from $1,234 to $2,891 per month. This lottery has sparked excitement among those looking for affordable housing options in the increasingly expensive neighborhood of Carroll Gardens. However, some critics are skeptical about the true affordability of these units. As one city official, who wished to remain anonymous, stated, "These 'affordable' units are still out of reach for the average New Yorker. It's just another way for developers to check off the affordable housing requirement without actually making a meaningful impact." The Carroll is just one of many new developments in Brooklyn that have designated a portion of their units as affordable through the city's lottery system. While these lotteries may provide a glimmer of hope for those struggling to find affordable housing, they also highlight the larger issue of gentrification and displacement in the borough.
