City Council Votes to Approve Controversial Encino Apartment Complex

City Council upholds approval of proposed apartments at 16610 Ventura Blvd. in Encino.

The Los Angeles City Council has voted to uphold the approval of a proposed mixed-use apartment complex in Encino, despite opposition from the Encino Property Owners Association (EPOA).

The project, proposed by developer Benelisha Group, Inc., was approved by the City Planning Commission earlier this year for a site at 16610 W. Ventura Boulevard. The five-story building will feature 45 studio, one-, and two-bedroom apartments above 3,400 square feet of ground-floor commercial space and a two-level, 57-car subterranean parking garage.

The approval includes density bonus incentives to permit a larger building than zoning rules would normally allow. In exchange, eight of the new apartments must be set aside as affordable housing for very low-income individuals.

The project, designed by GA Engineering, has faced opposition from the EPOA. However, the developer and the EPOA have reached a resolution, with the EPOA withdrawing their appeal in exchange for conditions regarding construction impacts, vehicular circulation, and parking. Despite this, City staff did not formally incorporate the EPOA's requested conditions into their approval letter.
