Harlem Developer Files Plans for 40-Key Hotel on Allen Street in Chinatown

A boutique hotel may soon be built on the edge of Chinatown and the Lower East Side, as Harlem-based developer Artifact seeks to demolish three low-rise commercial buildings and construct a nine-story hotel with ground-floor retail.

Manhattan may soon get what has become an increasingly uncommon sight: a ground-up hotel. According to a Department of City Planning application, Harlem-based developer Artifact has filed plans for a nine-story, 40-key hotel at 23-27 Allen Street on the edge of Chinatown and the Lower East Side. The project, which is expected to span nearly 40,000 square feet and rise about 120 feet, will also include ground-floor retail, as reported by Crain’s.

The proposed site, currently home to three low-rise commercial buildings, including a restaurant supply shop, art gallery, and produce importer, will be demolished to make way for the new development. Artifact, led by Javier Martinez, purchased 25 Allen Street for $5 million.

"The area has been lacking in hotel options for tourists and business travelers, and we believe this project will fill that void," said Martinez in a statement to The Real Deal. "We are excited to bring a unique, boutique hotel experience to this vibrant, culturally rich neighborhood."

The project is expected to face pushback from community groups and local officials, who have expressed concerns about the displacement of small businesses and the impact of increased tourism on the surrounding area. However, the developer is confident in the project's success and plans to move forward with the necessary approvals.
