HVN Development, known for building affordable housing complexes across Los Angeles, has submitted plans for a new project in Hollywood. The proposed development, located near the Echelon Studios complex on Santa Monica Boulevard, will feature 67 apartments without on-site parking for extremely low-, very low-, low-, and moderate-income renters. HVN Development will take advantage of the city's affordable housing incentive program to allow for a larger structure than would normally be allowed by zoning rules.
This is not the first time HVN Development has submitted plans for affordable housing at this location. A larger project was proposed in 2024 but was later withdrawn in 2025. The company currently has more than a dozen affordable housing complexes throughout Los Angeles.
The proposed project at 5655 Lexington Avenue will replace two single-family homes and will be a short distance from the US-101 Freeway. While HVN Development continues to expand its presence in Hollywood, Bardas Investment Group and Bain Capital Real Estate are also developing a larger studio complex just a block north of the site.
